healthcare in the coming legislative session, i believe we all agree that we want and need a healthier south carolina. and no one can deny that this administration, working with legislators like representative murrell smith and senator thomas alexander has made health a priority. we started 2011 with the medicaid budget out of balance and we brought it under control. we started with one of the lowest rates of insured children in the country and now south carolina is recognized for adopting leading edge strategies to reach more children. we started with mental health and addictive disorder programs, hobbled by cuts and together we've reinvested in both. we started with a medicaid program that required little accountability for quality or cost and we've demanded better value. these are success we should celebrate. but let us ask a simple question. are taxpayers getting the most health for the money they spend on healthcare? my answer is no. not by a long shot. we spend more money for health services per person than any nation on earth. year after year, we devote a larger and la

their forecast for government healthcare costs. they haven't. if you look at both the government actuaries are now saying will happen about federal health care's ending, the problem is -- healthcare spending the problem is worse. you do not have to fix social security, the affordable care act will fix our spending problem. we fixed that areas they are now saying we haven't done it. so we have to do some unspecified health care reform. that is a problem. >> no one ever said we've never had to do anything about social security area where the description has always done is that the problems in social security are more manageable. it has a deficit if you look over the next 75 years. reasonably sensible changes that we could understand could dilip that area there is a lot -- you deal with that. people say we should deal with that. the affordable care act was never supposed to solve all of our entitlement programs. it was all a mixture of, we do have a problem that 40 million americans that don't have health insurance or access to healthcare, we want to to deal with that problem. the p

. well, healthcare reform was a huge step forward, and there's a lot of fights in the states now about making sure that the states adopt medicaid expansion under the healthcare reform because that would provide access to health care for a lot of very low-income workers who currently don't have access to health care so that includes some domestic workers certainly in new york, one thing we're experimenting with is trying to create a dome workers specific health insurance program that lowers the cost of health care for domestic workers by limiting the number of facilities and trying to be creative how to keep the costs down. the reality is, even with reform, it's going to be a challenge to afford it for a domestic worker earning poverty wages. and finally, i'd say that immigration reform is a huge factor here as well because undocumented immigrants currently are not included under the affordable care act. so, to make sure that if we can actually create a road to citizenship for all of these workers, it actually expand, there's a way in which health care reform and immigration connects an

results for the american people, whether it is on jobs, the economy, healthcare, reducing the deficit, or addressing climate change. he is respected by leaders of the government, and if you add it all up, i think he is spent most of the last four years leading interagency meetings, hearing people out, listening to them, forging consensus, and making sure policies are implemented and everybody is held accountable. he always holds himself accountable first and foremost. it is no easy task, but through it all denis mcdonough does it with class, integrity and thoughtfulness for other people's point of views. he is the consummate public servant, he plays it straight and that is the kind of teamwork that i want in the white house. time and again i have relied on dennis to help in the outreach to our immigrant and faith communities. he understands that in the end our policies and programs are measured in the concrete differences that they make in the lives of fellow human beings and the values that we advance as americans. he insists on knowing for himself the real world impact of the decisions
